Solution

Numbers to the left of $-3$ on a number line are less than $-3$ (and numbers to the right are greater). Exactly $2$ of the given numbers, namely $-4$ and $-3.5$ , are less than $-3$ and thus would be placed to the left of $-3$ on the number line.
