To measure 11 cup of flour, Sam

22 times (since 12×2=1\frac12\times2=1).

To measure 22 cups of flour, Sam
fills his 12\frac12 cup container
2×2=42\times2=4 times.

To measure 2122\frac12 cups of flour,
Sam fills his 12\frac12 cup container
4+1=54+1=5 times.

Solution 2:

Since 2122\frac12 cups is equal to
52\frac52 cups, and 5×12=525\times\frac12=\frac52, then Sam fills
his 12\frac12 cup container 5
times.
